NACDS reminds members about the Rx Cares for Missouri Medication Destruction and Disposal Program, which provides resources for the collection of unused/unwanted medication from the public for disposal. Applications are now being accepted.   

Also in Missouri...  The Board of Pharmacy has posted its slides from the February 20 Regulatory Update webinar.  Of note, future rulemaking will include minimum standards for multi-med dispensing, pharmacist prescribing of nicotine replacement products, and technician supervision.

HB 1693, legislation to create a statewide Prescription Monitoring Program, has cleared the House, but is expected to encounter the same Senate filibuster threat as in previous years.  NACDS continues to engage in-state partners on the issue.  

Also in Missouri...  Pharmacist Senator David Sater and the Missouri Pharmacy Association kicked off the introduction of SB 971, legislation pertaining to Pharmacy Benefit Management companies, with a press conference that garnered considerable media attention.

The Board of Pharmacy created the Rx Cares for Missouri Medication Destruction and Disposal Program, which will provide resources for approved entities to collect medication for disposal. Approved participants will be provided a collection receptable and required inner liners at no cost.

Also in Missouri… The summer newsletter of the Bureau of Narcotics and Dangerous Drugs details information about the implementation of SB 514, including its provisions to require e-prescribing of controlled substances by Friday, January 1, 2021.

Gov. Michael Parson (R) signed SB 514 into law on July 11. Among its provisions, the law requires e-prescribing of Schedule II-IV controlled substances with exceptions effective Friday, January 1, 2021. The law also updates the pharmacy practice act to include the prescribing and dispensing of any nicotine replacement therapy product. In addition, the law authorizes the Board of Pharmacy to approve, modify and establish requirements for pharmacy pilot or demonstration research projects related to technology assisted verification or remote medication dispensing that are designed to enhance patient care or safety, improve patient outcomes or expand access to pharmacy services. Finally, the law establishes the Ensuring Access to High Quality Care for the Treatment of Substance Use Disorders Act. These provisions specify that medication-assisted treatment (MAT) services will include, but not be limited to, pharmacologic and behavioral therapies. Formularies used by a health insurer or managed by a pharmacy benefits manager and medical benefit coverage in the case of medications dispensed through an opioid treatment program are to include all certain specified medications. All MAT medications required for compliance with these provisions will be placed on the lowest cost-sharing tier of the formulary.

On March 6, NACDS testified at the Senate Seniors, Families and Children Committee in support of SB 262, legislation that would require e-prescribing of all drugs consistent with NACDS’ model legislation. Discussion continues among legislators and other concerned stakeholders about potential amendments.
