The following is from the Missouri Department of Commerce and Insurance: “Governor Michael Parson recently announced that all COVID-19 statutory/rule waivers approved by the Governor pursuant to Executive Order 20-02 have been extended until December 30, 2020. All Board waivers that were set to expire on June 15, 2020, and September 1, 2020, will now be in effect until December 30, 2020. A list of approved Board COVID-19 waivers is available on the Board’s website. Please e-mail the Board at compliance@pr.mo.gov, if you have any additional questions.”

Also in Missouri. The Department of Social Services has published a provider survey about MOHealthNet’s response to the COVID-19 pandemic.  One of the survey questions asks providers about temporary regulatory flexibilities that should be made permanent.  The survey is open until July 17, 2020.

Missouri’s MOHealthNet has updated information about its copay policy related to COVID-19.  The following is an excerpt: Providers who have collected copayments from participants for dates of service January 1, 2020 through the end of the public health emergency must refund the copayments to the participants. Shared dispensing fees should not be retroactively adjusted.

From the Missouri Department of Social Services and MOHealthNetThe 6/12/20 remittance advice represents claims captured from 5/30/20 through 6/7/20 as outlined in the SFY20 Claims Processing Schedule made available in May 2019.  Claims received between 6/8/20 through 6/26/20 will be processed on the next financial cycle, 6/26/20 which has a check/deposit date of 7/7/20.  Questions and comments regarding any other issues should be directed to: ask.MHD@dss.mo.gov.

The Missouri Board of Pharmacy published an update outlining which COVID-19 related waivers from Executive Order 20-04 would expire on June 15, 2020 and which waivers are extended until September 1, 2020.  Waivers to expire June 15th include practice by out of state pharmacists and technicians, albuterol substitution, emergency dispensing, and dispensing verified medication by technicians and pharmacy interns when the pharmacist is not physically present in the pharmacy.

Concluding a legislative session with relatively few bills enacted, Missouri HB 1682 is headed to the Governor for expected signature.  Among its provisions, HB 1682 will require pharmacy benefit management companies to be licensed by the Department of Insurance.  The bill also includes language to enable remote dispensing.  Meanwhile, legislation to create a statewide Prescription Drug Monitoring Program (PDMP) failed.  While Missouri is the only state without a statewide PDMP, a County-based system covers approximately 85% of the state’s population.

The Board of Pharmacy issued a statement about pharmacist testing of COVID-19 in wake of the federal statement from the Department of Health and Human Services, and updated its list of rules and statutory waivers.  New additions include pharmacist authority to substitute albuterol inhalers and the emergency dispensing waiver moved from 30 days to 60 days.
