Effective, March 1, pharmacy providers are now able to bill all vaccines which are listed on the Centers for Disease Control and Prevention (CDC) Immunization Schedules via NCPDP D.0 pharmacy claims for fee-for-service (FFS) and MSCAN beneficiaries.  Also, reimbursement has changed in that vaccine administration fees, equal to those paid to primary care providers, will be paid instead of professional dispensing fees. PCP vaccine administration fees can be found on the Division of Medicaid’s (DOM) Fee Schedule and Rates Website page on the ‘Increased Primary Care Provider’ fee schedule tab.

These changes apply to beneficiaries aged 19 and over and vaccines administered to beneficiaries aged 10 through 18 must be administered by pharmacy providers who are enrolled in the Vaccines for Children (VFC) program. Further guidance will be issued for this age group at a later date.

Also in Mississippi, the Division of Medicaid published a final rule to amend regulations under Title 23, Part 224, Chapter 1, to provide for coverage of vaccine administration by pharmacists. The rule is effective April 1, 2021.

The Division of Medicaid issued a notice to announce the withdrawal of a September 15 proposed rule that would have amended medical assistance regulations related to a Medicaid State Plan amendment (SPA 20-0013) to allow coverage of vaccine administration by pharmacists under the Vaccines for Children Program. Additionally, the Division of Medicaid issued a proposed rule to amend regulations under Title 23, Part 224, to provide for coverage of vaccine administration by pharmacists. Comments are due February 28, 2021.

Effective December 11 the Mississippi Division of Medicaid (DOM) will reimburse Medicaid-enrolled pharmacy providers for COVID-19 vaccine claims billed on NCPDP D.0 pharmacy claims. Currently, the vaccine itself is being provided at no cost to providers and patients by the federal government, but DOM will still require submission of the vaccine NDC numbers on claims to ensure the appropriate administration fees are being billed for the vaccines given. Also, the Mississippi Division of Medicaid has added new procedure codes that can be used by providers to bill for COVID-19 vaccines. The Board of Pharmacy issued a proposed rule that amends regulations under Title 30, Part 3001, Article IV to change the number of required continuing education hours that a licensed pharmacist must take that address opioid abuse to two hours. Comments on these proposed changes are due August 21, 2020.

Also in Mississippi. The Board of Pharmacy also issued a proposed rule that amends regulations under Title 30, Part 3001, Article VII, to require a pharmacist in charge to be physically present at a facility for at least 50% of the time or 20 hours per week. The rule also would require that a permit for a pharmacy becomes inactive if an application for a new pharmacist in charge is not submitted within 15 days. Comments to the proposed changes are due August 21, 2020.

Lastly in Mississippi. The Board of Pharmacy issued a proposed rule to adopt regulations under Title 30, Part 3001, Article XLVIII to establish standards and procedures for delivering pharmacy services through a telehealth system that monitors the dispensing of prescription drugs and provides for related drug use review and patient counseling services by an electronic method including audio, video, still image capture, and store and forward. Comments are due August 21, 2020.
