Effective 10/14/21, pharmacies may submit claims for administration of a booster dose of the Pfizer-BioNTech COVID-19 vaccine for dates of service on or after September 10, 2021. The Department of Vermont Health Access issued an updated guidance reminds pharmacies for any additional questions please contact the Healthcare Pharmacy Help Desk at 1-844-679-5362.

Also in Vermont, Governor Scott (R) signed a proclamation recognizing October as Pharmacists’ Month.

Effective October 1, 2021, Continuous Glucose Monitoring (CGM) systems and supplies will be available ONLY through retail pharmacy channels and will no longer be accepted via DME provider channels. Prior authorization requirements that had been waived temporarily because of the COVID-19 Public Health Emergency will be reinstated. Prescribers may send prescriptions electronically to the pharmacy or hand write prescriptions for patients. Claims will adjudicate in “real time” through the Pharmacy Point of Sale (POS) system which will allow for faster and easier access for patients.

The Vermont Office of Professional Regulation has provided updated guidelines that allows Pharmacy Technicians and Interns to administer to 19 years of age and older.  It also extends the PREP Act authorization and associated liability coverage to October 2024.

Effective July 1, 2021, the Vermont Medicaid program will allow reimbursement for pharmacists providing tobacco cessation counseling.  Tobacco Cessation CPT codes 99406 and 99407 will be open for pharmacist to bill with no PA required.  Further details are provided in this Vermont communication.

Gov. Phil Scott (R) signed into law SB 175, that proposes to establish a program to allow wholesale importation of prescription drugs from Canada into the state, create a bulk purchasing program for prescriptions drugs through the Department of Health, require manufacturers to provide notice before introducing new, high-cost drugs to the market and direct an evaluation of the overall impact of drugs costs on health insurance premiums. In order for the program to go into effect, Vermont will need federal waivers, a plan design, approval from state’s Agency of Human Service and then additional approval by the Legislature, no earlier than 2019, with a new fee to fund the operational costs prior to implementation. Since Vermont has no funding obligations, National Academy for State Health Policy has offered to fund the design of the template for the proposed system, estimated at $200,000 to $800,000. Currently, federal law generally prohibits commercial importation of drugs from Canada unless the U.S. Department of Health and Human Services Secretary certifies to Congress that such a commercial importation program poses no additional risk to the public’s health and safety and results in a significant reduction in the cost of drugs to the American consumer.
