The South Carolina Department of Health and Human Services (SCDHHS) is beginning 2020 provider revalidation. In the bulletin dated April 20, 2015providers were informed their enrollment information must be revalidated, per the Centers for Medicare and Medicaid Services (CMS). To avoid risk of termination in the Healthy Connections Medicaid program, impacted providers must complete and submit an enrollment application 30 days from the date of their official revalidation notification letter. Providers should NOT begin the revalidation process until they receive notification. The notification contains pertinent information needed to start and complete the revalidation process.

The Department of Health and Human Services will operate on an updated schedule for Healthy Connections Medicaid claims submission and payments for one week in November 2019 to accommodate the Thanksgiving holiday. Due to this holiday schedule, claims must be submitted by 5:00 p.m. on Saturday, November 23 to be included with the payment scheduled for Friday, November 29. Payments will run on Monday, November 25 and electronic remittance advices will be available on Tuesday, November 26. Payments will be dated Friday, November 29, as usual. Please refer any questions or concerns regarding this alert to the Provider Service Center at (888) 289-0709.

The South Carolina Department of Health and Human Services (SCDHHS) will co-sponsor provider and facility training with Keystone Peer Review Organization (KEPRO), the SCDHHS’ quality improvement organization. The annual quality improvement training includes requirements, updates and a review of the process and procedures for prior authorization. The online training sessions will be held Tuesday, May 14 and Thursday, May 16, at 10:00 a.m. and 1:00 p.m. Registration is not required. The kit includes a variety of resources to help promote immunizations to all ages, with special focus on adolescents and older adults. By joining this effort, you are committing to share the important message of the importance of vaccines for disease prevention and encourage South Carolinians to check with their health care provider, pharmacist or health department to make sure they are up-to-date on recommended vaccines.

The Department of Health and Environmental Control (DHEC) will hold a stakeholder meeting on Tuesday, August 7, from 10:00 am to 12: 00 pm to receive community input on proposed revisions to the state’s Immunization Registry regulation (Regulation 61-120). Proposed revisions will allow DHEC to provide specific data from the Immunization Registry to health plans. Proposed amendments may also include: (1) details regarding the availability and use of a patient portal, which will be a feature of the new Registry; (2) clarifications pertaining to patient consent for the new patient portal and (3) revisions to bring the regulation into conformity with updates and improvements to the Registry and advancements in public health practice. HB 4117, sponsored by Rep. Phyllis Henderson (R), was signed by Gov. Henry McMaster (R) on May 18 and was effective immediately. This measure allows drug control to provide data in the prescription monitoring program to the presiding judge of a drug court pertaining to a specific case involving a designated person.

Also in South Carolina…HB 3826, sponsored by Rep. Chip Huggins (R), was signed by Gov. Henry McMaster (R) on May 17. Effective 60 days after signing, this measure requires all prescriptions for Schedule II through V controlled substances to be written on tamper-resistant prescription pads, unless transmitted by fax, orally or electronically.

HB 5038, sponsored by Rep. Todd Atwater (R), was signed by Gov. Henry McMaster (R) on May 3 and effective immediately. Among the various provisions, this measure prohibits a pharmacy benefits manager from prohibiting a pharmacist or pharmacy from providing an insured information on the amount of the insured’s cost share for a prescribed drug.

Also in South Carolina… HB 4488sponsored by Rep. Phyllis Henderson (R), was signed by Gov. Henry McMaster (R) on May 3 and effective immediately. This measure allows a coroner, deputy coroner, medical examiner or deputy medical examiner who is involved in a specific inquiry into the cause and manner of death of a person to have access to data in the prescription monitoring program.
