The Minnesota Board of Pharmacy published a Summary of 2020 Legislation, as well as guidance for implementing HF 3100, the Minnesota Insulin Safety Net Program.  The program is to be operational by July 1, 2020, but numerous challenges persist.

In its latest update to its Frequently Asked Questions, the Minnesota Board of Pharmacy addresses the extent to which pharmacists can be involved in COVID-19 testing at this time.  NACDS encourages members to check the FAQ document regularly for updates.

Following Minnesota Gov. Tim Walz’s (D) Executive Order, Department of Human Services Commissioner Jodi Harpstead modified requirements to allow 90-day refill limits for prescription maintenance medications.  The Board of Pharmacy is regularly updating its Frequently Asked Questions document, so NACDS members are encouraged to review it for new information

The Minnesota Department of Human Services announced it will delay the upcoming Cost of Dispensing survey.  Mercer has contacted pharmacies with additional information.  In addition, the March 20, 2020 webinar has been canceled.

The Department of Human Services’ State Maximum Allowance Cost list and Specialty Maximum Allowance Cost list are posted online, with information, as of February 17, 2020. 

Also in Minnesota...  Pharmacies can bill the administration of injectable antipsychotics and the medication Vivitrol for fee-for-service members as medical claims, not pharmacy claims, for dates of service on or after July 1, 2019.  More information can be found on the Minnesota Health Care Programs Provider News web page.

The Department of Human Services has selected Mercer to perform the upcoming cost of dispensing survey per the State’s implementation of the CMS Covered Outpatient Drugs rule.  NACDS will share more information as it becomes available. 

Also in Minnesota...  NACDS reviewed HF 3223 pertaining to biologics, determining it will remain neutral on the bill.  NACDS has no historical position on the plan design issue addressed in the legislation.  However, NACDS will monitor and has alerted members to this legislation.
