Prior to the legislature adjourning on April 28, SB 131, legislation that was amended to include extending the authority for pharmacy technicians to administer vaccines was sent to Gov. Laura Kelly (R). She signed it into law on May 1.

HB 2263, the pharmacy technician vaccine administration bill, continues to advance. It was heard in the Senate Public Health and Welfare Committee on March 15th.

HB 2263, the pharmacy technician vaccine administration bill, was amended in Committee and passed the full House by a vote of 119-3. This bill was referred to the Senate Public Health and Welfare Committee and will be heard on March 15.

HB 2263, legislation that would add pharmacy technicians over 18 years of age to the list of those that can administer vaccinations under Kansas law was amended and reported favorable from the House Health and Human Services Committee on February 6. Next, the bill goes to the full House. NACDS pharmacist and technician constituents are urged to contact their state representative and ask them to vote for HB 2263.

Prior to adjournment last month, Gov. Laura Kelly (D) signed into law SB (Senate Bill) 200, a bill expanding the pharmacist’s scope of practice to include initiation of therapy for flu, strep or urinary tract infection pursuant to a Statewide Protocol adopted by the existing Collaborative Drug Therapy Management Advisory Committee. Also signed into law was SB 28 that sets up a regulatory framework, adjusts the MAC (Maximum Allowable Cost) appeal law, and requires Pharmacy Benefit Managers to be licensed by the Insurance Department.

Two Senate bills advancing of interest to pharmacies were amended and are now pending action by the full House. SB 200 allows pharmacists to test and initiate therapy for strep, flu, and urinary tract infections under protocols developed and approved by the Collaborative Drug Therapy Management Advisory Committee. SB 28 requires PBMs (Pharmacy Benefits Managers) to be licensed and regulated by the Insurance Department. It also addresses MAC (Maximum Allowable Cost) pricing and delineates what items a PBM (Pharmacy Benefit Manager) can request during a MAC appeal. If these bills pass the House, they will be returned to the Senate for ultimate action to concur with the House changes.

It was referred to the House Health and Human Service Committee for further action.
Also in Kansas, legislation that would establish a joint committee on pharmacy workplace conditions and patient safety to conduct a study and issue a report to the legislature was referred to the House Health and Human Services Committee. HB 2698
